AKA, "blowing smoke"...Over the years I have learned from the "best of the worst" to trust on the surface, but ALWAYS verify.A technique… my associates and I have found very productive is take the extra time and effort to read the state statutes to gain/learn the fundamentals of the issue.

A planting of bushes and trees and a call to the city fixed that.The City ticketed them for not having all 4 wheels of their vehicle(s) on paved surfaces.

@Michael GarofaloThanks all for the help, I did check with the city about it, and they said you have to have a hard surface or concrete/paver driveway to park it on or else it is a code violation since grass isn't a hard surface.

In my personal opinion I would say that paint prepping would include just scraping back peeling paint, filling in any minor holes in trim with some wood putty, priming the surface, and painting.
