If you are looking for 10-15 caps your best bet is to look upstate for example in the Rochester & Syracuse region.

My contractor went and spoke to the fire chief and he said a skinny elderly woman who lives in the building came to town hall and threw such a fit about the work going on in her building needing a permit that even though we don’t technically need one he recommended we get one to make good with the board members and the other people that were there the day she came in pitching her fit.
