No idea about park appraisal once I go down that route for pads and pad rent I may be getting it totally wrong on how the bank thinks and appraisals.

Ask if parking can be done inside these setbacks.Get on Loopnet and look up commercial/industrial land only. 

I went the other way I was selling very tough to sell Land in Northern Ca. national forest areas (Mendocino) my fee was 10 to 20% and sometimes higher.. these properties are common in the West.. where you have private ownership surrounded by National Forest lands..

The project is 300+ lot RV park that is located outside of the city limits of Addis at the intersection of Hwy.1148 and Charles Ory Road (about two miles from Dow Chemical on the West Baton Rouge side of the West Baton Rouge/Iberville Parish line).

The lot is zoned as R2 and currently only has 2 units on it....RV/boat parking came to mind.

My advice, if you want to invest in STRs, is to go to vacation destinations, think National Parks, beach towns, etc, where the laws are STR friendly.
