When I've had time sensitive repairs needed for which the HOA was liable, I've gone ahead and handled the matter myself and gotten reimbursed by the HOA - but then I know all the board members (on the board myself in one case) and have had prior dealings with the management company to thereby know how to proceed and that I'll be getting reimbursed.Beyond that, is anything like this addressed in the HOA covenants and bylaws?

I don't see this changing any time soon.Instead of waiting for the downturn, it can be better to focus on getting better at finding good deals, lowering leverage, increasing our cash positions, avoiding more cycle sensitive asset classes e.g. high end luxury etc.
