HOA in Birch Bay Washington slow to repair leak in bathroom

I have a unit in Birch Bay, about 1.5 hours outside Seattle. The upper unit is leaking into my lower unit master bath. The walls have been opened up and this has been determined to be an HOA responsibility. Since November we are still waiting for the HOA to get 3 bids on the project. What do I need to do to proceed so that my unit can be repaired and used again. How can I move my HOA along or take matters into my own hands without footing the bill myself.
