And those legitimately hurt by covid are all working with us on payment plans and we help them and DONT do civil suits, that is just for the d-bags abusing the situation to take advantage, just to clarify. 

You could if you wanted to offer to supply the tools(rake and shovel and some bags) for your new tenant to clean it themselves if it is important to them.My grandfather used to say" don't grow thirsty trees", meaning, set the standard early or they will expect you to provide this as an ongoing thing.....

I've only dealt with eastern NC counties and have experienced a mixed-bag when dealing with county people, from fines to 'no action' to rescinded permits to condemnation.
