Possibly if the basement is not accessible somehow from the other units, potentially you may need to create interior access between units, but theres probably access somewhere, just may nesseciate removing locked door. 

I know you are licensed and can ear your own commission but an experienced agent can save you tens of thousands of dollars in mistakes. 

You can get locked in to an unresponsive agent and still owe them thousands even if you have to find it on your own.

If it's $390 for a doorbell change, wired, all in... ummm... might be on the high-end but it's def. not 'gouging' and def. not unreasonable.... sorry I know it's not what you wanted to hear, again I encourage you to hire those services yourself and you will quickly realize that the trades will charge you the same or likely more, without providing you all the 'extras' like contacting your tenant, or accessing  your property on their own without you present and then locking up, posting it to your property account ledger, etc. etc. --- if they even take the small job at all.

Now you're locked into him for a while....I would send him an email (so you have a better record) and insist that he respond within 48 hours.

Love that you can imbed videos on stuff like how to use the lock, thermostat, tv, and anything else that may be confusing.
