If you have a D property in an A neighborhood, then it's likely vacant and ripe for rehab, or already purchased and awaiting permits for rehab (or tear down).

I know for myself and other investors they have had situations where someone in the building department says something verbally but then when you go to get the permits or approval things have changed.

Make sure any renovations comply with local regulations and obtain the necessary permits if plumbing changes are involved.

It also says under the accessory uses section: "nonhabitable structure requiring a building permit." 

Similar areas that have legal under utilized permitted space convert to max studios that you can fit.  

Or, in most metro areas, you can obtain the list of permits that have been issued, and see who is receiving permits. 

Since you can’t do a formal inspection, a detailed contractor walk-through and phased renovation estimate are key.Have you considered checking city records for past permits to uncover any unaddressed issues?

Because this clause wasn't in the lease agreement, they closed the case and told me to take it up civilly because they couldn't prove, beyond a reasonable doubt, that he wasn't permitted to take everything in the house.
