I work with investors every day from Hawaii, Israel, Canada, Malaysia, Mexico, and others.  

Currently there are 68.If we look at the other side of the coin, a US resident who pays tax to a foreing country for an investment there (I have an American client who owns several apartment buildings in Israel) reports income in the foreign country and then takes a foreign tax credit (Form 1116) on his US.

I currently live in Israel, where you cannot make any money on traditional investing, and the housing market there is really out of control.

I have investors from Israel, China , Canada and All over the US asking me the minute we have an investor deal make them the first to contact.

I think the realtors are so busy that a call/email from Israel might seem like a scam and not worth responding to.You should probably send a business-like email, introducing yourself, your objectives and state the capital that you have available to start investing in properties.
