I would talk to the city zoning department.

The second option is the commercial loan department of smaller banks.

From my experience, the tenants have follow the rules set forth by the housing department and the if they have complaints filed against them they can lose their voucher. 

I can admit this was not in a great part of town - and the fire department thinks the previous renter may have been some kind of drug dealer. 

There is a section that isn't clear  to me:"Register with the Massachusetts Department of Revenue.

Because of it's use the Fire department/Bldg Inspector insisted on a security system with alarm monitoring direct to the Fire Station.

Many houses I purchased often cost less than $5,000 and the tenants they catered to were such a headache I even donated a few houses for the fire department to train in.
