The PM paid for the items, so you should be able to use the copy of the bill on the portal as your copy, since you paid him. 

I don't allow tenants to mount TVs, shelves, or other large items on walls.

You’ll get clobbered because big ticket items needing to be replaced and occasional updating or make ready turnovers between tenants will cost you many thousands.

Other costs - need to examine item by item, and many will be subject to your accountant's interpretation.

However how much are you spending is this even going to be noticeable to your bottom line, or would you be better focusing energy on other items?

I have been cutting the grass and taking care of small outside items to keep it looking nice and keep the pests down.How can I go about trying to buy this home as an investment property.  

Most likely you have a tenant that just wants to break the lease without penalty BUT any health or safety concerns must be taken seriously and treated delicately.
