Would a electric heat pump stand up to a Baltimore winter ?

FYI: Spokane is cold in the winter.

Then, in my second winter there, the heat would go out every 1-2 weeks. 

My plan is to actually get a job in the restaurant business (for the winter and temper hours during the lawn season) where the income would have a base wage of $11 plus tips.

The husband passed away winter 2017, and now there are two separate families working to come to a buyout agreement of the minority 1/3 interest and consolidate control with the wife's family trust.The property was purchased in 1999 with an assessed value of $700k ($600k building, $100k land).

If it has centralized heat already, why not set the heat at a constant temperature, say 65 in the winter, and install baseboard heaters in each unit so the tenants can up the heat to their liking, on their own dime.

Dogtown is a great area that's walkable to Forest Park with easy access to both 64/40 and I44 so I would think this development would do well, even with rents in the $1200-1900 range.

All of a sudden I was floating $3K/mo in mortgages plus winter utilities and couldn't so I fell behind (perhaps I didn't have the saving you do).
