You indicated that if they had informed you of the impending sale, you would have resolved the tax issue.If the property had not been razed, it's likely that some recourse could have taken place but if it's gone up in smoke not sure there's likely to be any meaningful resolution unless you prevail in a lawsuit against a government agency which is an uphill battle.

See if they are interested in the deal and get term sheets to compare, sign a commitment, send in a deposit and any other documents they require, corporate resolutions and formation documents, operating agreement, etc. and when you fulfill their checklist items, you get your money :)

I am working through their resolution center, but I am concerned they are not going to pay when they see the whole bill. 

You don't want to burn any bridges by miscommunications or not properly addressing resolution paths, buy-outs, exits, etc. in a legal manner on paper and signed by parties.
