I've found the CA court forms for filing an eviction. 

I heard that the waiting time for a court trial is 5-6 months and another 2 months for having the sheriff to remove the tenant (only one police office in the whole city of San Diego to execute the writ of possession now).

In reviewing the court record of the tenant myself (by the Tenant name), I found 2 judgments (7 and 4 years respectively prior to she rented my property). 

Well the only way to get a law deemed illegal is to have the Supreme Court to declare it so.

The other very old school option is to just knock on doors, my first apartment appraisal thats how I collected rental data on competing complexes.

The state supreme court apparently ruled that it is illegal to try and prevent MHP owners from replacing old trailers, or bringing in new ones to previously approved pads.

Court hearings revealed that instead of acquiring advertised properties, Scoutpads/MBD only purchased options on those properties and never exercised them!

If the court is really crazy, it could hand a win to tenants, even if the tenants have never mentioned the mold problem before.
