Seems like an opportunity there for multifamily apt. buildings (new construction or value-add to older buildings.)  

You will constantly hear of shortcuts during construction and the conscientious decision to use lower quality materials during the renovation.

Checking the supply of new construction in a given area can help you gauge if supply is outstripping demand.

The cost of construction was insane. 

Its a gamble to go the permit route or not in Philly and absolutely matters the neighborhood/your neighbors as they are usually the folks that will call L&I on you OR if your property is near other construction sites where inspectors would be traveling to/from.
