Learn about the houses specifically and reach out to the city or other historical societies and see if there is any grant money or city funds to restore these properties to their original glory then look at short term type rentals like Airbnb as the story will sell them to tourists and such.

The tourists are on vacation and possibly partying on a weeknight while the other residents have work the next day.The only way I can see it make sense is if you pay some "tax" to the HOA to sweeten the deal.
