You want to buy an undervalued property in the best area you can (ugliest house on the street) and turn that coal into the other diamonds around it.

Walking the place and looking at all the work is going to be 100% more effective than just presenting an offer on paper to a guy who thinks he has a diamond when in reality it's pretty much a turd.
