Currently researching reputable turn-key providers that are active on the BP forums.

Your issue is really going to be loan size here, that dollar amount is likely to be too low for both reputable DSCR Lenders and even Hard Money Lenders. 

If you don't self manage I would get a reputable local PM.

Bring in any other contractors as needed, and definitely bring in a plumber to verify the scope and cost of the work.

The other thing is VA is a very reputable loan it offers 100% financing with wiggle room for Credit scores and DTI.Put in a strong offer and tell your agent to step up and get aggressive and ensure the sellers agent or seller they have very strong and qualified VA buyer.

If you are not a plumber or electrician then you do not require those tools.
