1031 exchange question

Good evening!

Finally jumping into investing with a pcs to Lackland.

There's a triplex I'm interested in and planning to use the VA loan.

However the seller stated that they’re interested in doing a 1031 for that property. My realtor let me know they’re wanting a cash buyer.

So my question is, would me(the buyer intending to use VA Loan) still be able to pursue this property with a loan if they're trying to get cash..?

How different would that process be, or other avenues I’d be able or pursue..? Or am I SOL..?

Haven’t had much luck researching an answer.
