I've made some offers on potential properties in my area but, as I'm sure you've seen in other areas, there are multiple bids on properties above asking... at prices that wouldn't provide the COC return that I'd be looking for.

Don't be mean or rude about it, but bring this up to the seller and show him/her the bid and ask for a reduction in price or for them to fix it completely.

In NC, you need to have a certified check for 5% of bid at the initial auction (courthouse steps) and to outbid others during the outbid window (10 days).
