(And if you know them personally, you don't have to ask if they're a scam.)Very poor English, free email accounts instead of a company email account, not wanting to talk to you on the phone, using Western Union to transfer money are all GIANT red flags.Western Union is a legitimate company, but no legitimate lender uses them.

I would switch your thinking from looking for that elusive unicorn duplex in a nice neighborhood which you will have to pay a premium for because it's a rare multi-family property in DC, to looking for a house with an english basement, like I think you are suggesting by buying a home in Brookland.

They are not written in English even though they do use English words.90% of the content is exceptions and special rules instead of explaining the basic principles.

I have one inherited tenant that was a bit of a learning curve because he speaks zero english and has never paid not cash before and I certainly didn't want to be knocking on doors- but once we got into our groove and I opened a local bank account he just deposits the money in zero problems and actually is one of my favorites.My other two tenants I used my realtor and I was SO picky.
