You may not hear this, but go to city council and see how forward thinking they are in terms of growth and giving businesses incentives to grow.

I sold my house with four Commercial lots on Dale Mabry Hwy, just before MacDill AFBase, two years ago and it took the President of the Mayor's Development Council, who was the Buyer/Seller/Agency, six months to get the final approval from the Director of Construction Services.

Lol… Apparently, it is typical for this city’s ordinances to become effective 30 days after the Council’s approval.

Just because the local council says you're capped at 2%, that has nothing to do with prices driven by the overall inflation of the economy.

If there are no ordinances, see what you can find out about the potential of future ordinances- do local news sources have articles about that being discussed by the city council or board of supervisors? 

Council members & residents have been begging them to build for years.
