It doesn't have central A/C or heat and a new wall unit would half to be purchased and installed into an existing opening.The only work that needs to be done is cleaning, perhaps some light landscaping, and the purchase and install of the A/C unit mentioned above.

The third one, when winter comes around, I will have to use the emergency heat setting to get the heater to work AT ALL which costs an arm and a leg (I pay utilities on those three units).

And yes amenities are considered as well, not pools or spas or weight rooms, LOL, fridge, stove, A/C and type of heat....And your qualification % are HUD guidleines @ 30% and 10@ with usual circumstances, like additional handicap accessible amenities required.
