We had our house burn  down   a total loss  due to a remote control  traxxas  battery charger within 30 minutes whole  house suffered  smoke and water damage happened  about  a year and a half  ago thank God no one was home and it happened in the day time.  

Simple question, who is responsible for the upkeep of the batteries of smoke alarms?

All ceilings, walls, and floors must be strong, sturdy, and in their permanent positions.A working smoke detector with a live battery must be installed on every level of the unit, including in the basement and outside of sleeping rooms.

Not afraid of confrontation really as I bought one of those barking things that's supposed to stop it but dog just barks at it till it runs battery down...lol...i told neighbor I was doing it. 

They run off batteries that last about 6 months. 

Now I try to establish a relationship with the neighbors if I can, and I install dummy cameras up high, they are battery operated with red light as if they are on.

I want to install a durable electronic lock that can handle the environment and doesn't have battery issues. 

In that type of case you should almost certainly have a sump pump with battery backup and a perimeter drainage system inside the house, since excavating to the toe of the foundation from the outside will likely be impossible and may not be able to solve the problem of high water table around the house (in these kinds of situations a finished basement is a bad idea anyway, but you have what you have).

Check under sinks for any water leaks, change filters, check smoke detector batteries, check for bug problems/pest controk, and perform any preventative maintenance 

I don't want a person with two assault/battery misdemeanors living in my property.
