We had our house burn down a total loss due to a remote control traxxas battery charger within 30 minutes whole house suffered smoke and water damage happened about a year and a half ago thank God no one was home and it happened in the day time.

In that type of case you should almost certainly have a sump pump with battery backup and a perimeter drainage system inside the house, since excavating to the toe of the foundation from the outside will likely be impossible and may not be able to solve the problem of high water table around the house (in these kinds of situations a finished basement is a bad idea anyway, but you have what you have).
