There's no rush to alleviate school overcrowding, and many people you see out and about are middle-aged to elderly. 

The house is boarded up and there are only 3 people who would break into an orphaned house; squatters, copper thieves, and drug addicts.

It still might not accomplish the goal in finding a new place for your tenant to move out, since you should be warning any landlords that call about this problem tenant, but alleviate any fears that he might trash the place. some food for thought.
