How do I get inside the house?

I want to wholesale a home in my area, but it is all boarded up. Who is authorized to take the boards down just so I can take a look inside? There are some more homes like this home on the same street. Isn't it a risk to put homes like these under contract? I mean they are located in a very poor area in a real close knit spot.

I'll add that permission for entering isn't even an issue until you find and communicate with a motivated seller. Vacant and boarded up houses don't necessarily indicate a motivated seller. It may indicate a problem but not everybody takes care of their problems as you would. And, if the owner is deceased, heirs are a total wild card. Start by finding out if you have a live one. You can worry about entering later.
