Smokers.Some newspapers mistakenly believe that smokers are a protected “handicapped” class.

Example: There's a reason we use curtains on our windows for privacy vs spray painted newspaper. 

Believe it or not the newspaper still works as well.

Check for obituaries which often list relatives, many are on line or could be gotten from old newspaper records. 

Put a sign in the front yard, TV ads, newspaper ads, stand on street corners and hand out flyers, hold open houses if you want.

They should be advertising it in other places such as CL, BP, newspapers, etc.
