As for intentional flooding, not sure that is the correct phrase but it was a conscious decision that was made by officials to release water from dams and levy's.    

In Real Estate, you can be foreclosed, have judgements levied, and your near-term future can be ruined. 

Government agencies have used intent and levied fines against those acting as a unlicensed agents before......many times.

Regrettably, but again following your example, I must also levy an establishment fee to cover the setting up of this new arrangement.

First sue personally and see if he has any bank accounts or other houses or assets you can levy on.
