Just to set the record straight, the city can't require you to replace the 60 amp panel because it is "grand-fathered" - meaning if it was up to code when it was installed they can't force you to replace it now or in the future.

I suppose you could get an attorney to write up a termination of liability, but wouldn’t be surprised if that doesn’t add at least a grand or not more.

Had a few were I let the attorney dictate when to hire the abstractor ( usually about a week before closing) only to find out title was buggered and i spent a few grand on plans and due diligence.. so learned my lesson there
