I don't have a cma or anyone of the sort to ask or draw out a contract and wanted to know how can I draw out my own contract and what validates the contract to hold up if action is to be taken against the contract?

I'm sure there will be a ton of different opinions and valid reasons also on why to mail sooner or later.

I am currently doing a lot of digging on this to see if it's a valid option that would broaden my prospective properties.

Because we wrote the contract “as is”, they said our reason for canceling, the property is poor condition and repairs are not done properly is not a valid reason. 

Default tenant that owes several months back rent has finally moved out and my mom who is the new new owner (brother died and left house and assumable mortgage to her in his will) is trying to get gas service but the gas company says service is still active and past due balance under tenant's name.What is the best resolution?

Plumber took a look and suggested it would be a good time to switch over to gas forced air furnace.

Ahhh I have heard enough to understand this segmented thinking can be a problem, but its still nice to get some additional validation.

It's an easy, free (except for gas) way to get leads.

Yes if your money is tied up or you want to increase volume it is completely valid to need hard money.
