If you are talking about a repair that was necessitated by the tenant, then they need to know they are responsible for payment of the repair.

The responses necessitate much more than a pithy few sentences to answer.

It may be as simple as "My boss told me to do so", or it could be a list of issues you and/or your organization have been facing that necessitated it.Sometimes you attend a meeting or conference in response to an advertisement you came across.

Tenants will not normally move in the winter and will only do so when life issues necessitate it regardless of a lease.

After that many years of that many animals, the renovation required to restore the premises necessitates the unit be vacant.  

You will not find any person that will prioritise a lease over life circumstances when they are in a position that necessitates a move. 

The impact of rent control on apartment owner net income  which would presumably necessitate an increase in property taxes on SFHs to maintain property tax revenue collections (assuming the city doesn't leave taxes on SFHs the same and instead increase them on a group that doesn't contribute to reelection campaigns).
