One thing I am concerned about now is if there is a demand for room sharing tenants in that area (it's pretty suburban) and inaccessible to the metro. 

-Unfinished basement-Detached garage that was inaccessible for parking.

I have a very small dog, and that's the least "unusual" and most traveled with type of pet, and even those accommodations are not always available.It is not your place to assume that she has friends/family that can take on any part of that burden.I would say you may have to find a way to accommodate her IN FULL - she needs a place to live while her unit is inaccessible, and she should not have to pay out of pocket for that issue.

When you start a project and you have done a great job in accessing the ARV yet at the time you are looking to refinance the properties you were able to use as comps are now to old or other properties sold that are more comparable that are of lower value.This was a long answer to the question what should I do.

. #1 lost financing, #2-3 wanted unreasonable repairs in the seller's eyes, #4 was a buyer that couldn't live in a house with lead based paint( even though it was on the outside on a room inaccessible from the inside of the house and seller agreed to remediate), #5 was an investor that wanted to lowball after inspection and never asked for repairs, only a discount.To me it looks like getting list price is important to seller but there's room to negotiate other details.

Most of these properties are inaccessible or have tenants in them.  

My main issue is not just smoking but the difficulty in accessing the place to get work done when  they grow.
