It only needed touch up but the prior paint was flat and it was advised that I repaint with semigloss to avoid similar wall paint cleaning issues in future.

I am comfortable with having the walls and ceiling repainted once the tenant moves out; however, will there be issues with the kitchen cabinets, windows, ect. smelling like smoke?

Maintenance issues shouldn't be ignored but tenants aren't happy when deposits are held for legitimate deductions or they can't repaint the house or you won't change out carpet to laminate floors, or bill you to replace the tenant's light bulbs.The best way to vet a management company in my opinion would be to speak to their other customers, the owners of the property they manage.

I think my plan right now if I buy it is to have a pressure washer blast it off, and then repaint over it so it doesn't chip anymore, and then put vinyl siding over that.
