As far a cheap jobs coming in higher than initially quoted I agree with @Nathan G. could be justified if after the contractor arrives on scene there are complications during the repair... it may quite honestly be an attempt by your PM trying to save you $ and getting your property taken cared of.

I am not sure what type of leads they have you working on but you can always test it with the less motivated leads vs testing it on hotter leads.

You need to look at how people arrive at the destination.

A series of fees have arrived to me asking to be paid right away if I don’t want to delay the process. $650 to request an appraisal on the house, a day later $170 to request an HOA statement.These came from the lender and the title company.

I have had multiple cleaners and I have never had one not show up.I have the house cleaned on the day a guest checks out even if no one is arriving the same day.

It is the appraisal district's job to use whatever legal methods are at their disposal to arrive at their own value, which the property owner can then protest.

Giving them the data you used to arrive at your purchase price and ARV can make their job easier as they can verify your info rather than start from scratch, but it's no guarantee they'll agree with your assessment either. 

Having dealt with the fire inspector many times I can tell you the first word ruin they ask the responding unit when they arrive is “did you hear alarms?”.
