At first, I tried to check properties in the vicinity of Toronto since that was my hometown but even among the surrounding suburbs such as Ajax and Pickering I could not find anything less than 400 to 500,000 .I wonder what other cities there might be that have such low prices with such a high return on investment.  

Though much of the city is in OPS, avoiding it is wise when possible because OPS is among the worst school districts in the country.

Whatever their place looks like now is what your property will look like within a few months after they move in.Also, the Baltimore City laws, rules and regs are among the most pro-tenant (though I didn't think it possible, DC is worse).

Among the more underrated cities for rentals IMO.  

  $1,100-$1,200 might be doable in the current rental market, though I would caution that the half dozen streets running perpendicular to Washington Street by BIW are among the least desirable places in Bath to live.
