Electrical, Plumbing, Framing and all the plans pertaining to their request.I have seen contractors/owners just draw up their plans ( very un professional but it works).Hopefully you will get some more feed back on here about your issue.Regardless of who does the plans and who does the work you need to work on it asap  because your property is dead until that STOP WORK is removed by the city.

The basement was remodeled from having one bedroom, one bath, and a small workshop/laundry room to having three bedrooms, two baths, kitchenette and shared laundry with our three bed two bath upstairs.

This should almost be expected that the parents will know and accept those terms and if they don't, there will be plenty lined up behind them.sThe local REIA  (CFRI..net) has meet-up groups that will cover these types of things for you and they actually just had a landlord workshop this weekend.

We would boost the value through AirBnB-ing 1-2 units, increasing rents, and also using the detached garage for our own purposes -- storage, workshop, etc.

If your jurisdiction allows an ADU without owner occupancy, I would be very interested as I would consider purchasing some properties that had detached structures (garage, workshops, etc.) that could be converted to ADU at reduced cost compared to ground up construction.
