Essentially, you don't want to "punish" the tenant due to a medical issue but you also need to protect yourself. 

Some states, the only punishment is you must return their deposit.

To think someone can twist what I am and what I do to suit their opinion and then I get punished for their ignorance and arrogance.  

If truly no rent control, then right after her termination date is up you need to start the unlawful detainer (eviction) process.

You have to be doing something negligent and/or unlawful. 

It shall be unlawful for any shared housing host to list on any platform or to rent any shared housing unit that is located in a building containing five or more dwelling units, when more than six dwelling units in the building, or one-quarter of the total dwelling units in the building, whichever is less, are or will be used as shared housing units or vacation rentals, in any combination, if the dwelling unit identified in the registration application is registered as a shared housing unit.

But the attitude I am getting from Vacassa is that this is to punish and the contract will be obeyed as long as it is disadvantageous to my friend. 

Now apparently, the City will demand entry into every home, with the right to inspect every nook and cranny; will some will say represents unlawful search.To make matters worse, the new charge creates unequal law such that only the landlord class will have their homes inspected.

I am told I can file an unlawful detainer because I sent several mails and left voice mail to vacant the place.

Frivolous suit bringers are supposed to be punished.
