No one can be on the roof or attach anything to the roof. I don't know of any state that requires a lawyer to represent a natural person as landlord in an eviction.  

Ultimately we didn't end up renting to this person as we had someone else place a deposit and sign a lease before I had a chance to speak to the friend.
