That said, I suggest you contact your city law director for clarification on responsibility since some communities have registration laws for rental properties. 

I also worked as a leasing agent and later a marketing director for a small successful startup. 

The taxes have to get paid, whether you pay them direct or through escrow is up to you and makes no difference to your expense square.
