I may be wrong, but I don't think a homeowner can apply directly for Flood Mitigation Assistance per se. 

Likewise SFR in many parts of Raleigh (e.g. parts of SE Raleigh) and surrounding areas are not great as far as appreciation in the last 8 years.

Nice gains in se of the other years, though.

We've been looking online at multi-fam listings in New Bedford, MA for months. Sellers are either asking way too much or the property is in a horrible area or in horrid condition... We could maybe make numbers work if...
