I did allot for $10k of repairs in my numbers, hoping that would suffice. 

Allot of people under estimate the knowledge, ability, and experience required to work on houses and house systems such as electrical, plumbing, framing and or addressing possible structural issues, possible issues with foundations, drainage etc. etc. 

Also if there is a difference between the allotment amount and the actual rent amount, the tenant will need to make up the shortage.

All I want out of this is my full 30 days notice and return what deposit they have coming back in the 21 days allotted once I make sure all the utilities are paid and the house is repaired.

If your maintenance allotment will not cover the carpet replacement and you have to dip into CF, then yes, I would increase rent at lease renewal.  

Please recall back to the day when we started seeing allot of TICs coming into existence and that was due to the fact that people found it difficult to buy properties alone and decided that buying a property in unison or by pooling their resources together it was possible. 

I do hope they grow to match airbnb it will save us all allot of commission fees.
