We will soon be closing on a property in Marion, Kansas and we will need a good, professional, reasonably priced bonded and insured electrician for several tasks needed for compliance and upgrades.

The neighbors get foreclosed on more than typical neighborhoods and that keeps values lower for longer.2) HOA association decides to levy a $20K assessment on all owners in the neighborhood in order to upgrade everyone's windows, decks, roofs, and siding.3) HOA increases monthly dues by $250 per month in lieu of a large special assessment. 

It's a bit rough around the edges, but I think in 5-10 years, if we get enough investors committed to upgrading their properties come in, we'll see it start to gentrify like Ohio City and Tremont.On the topic of Euclid, I think it's a great market for investors.  

Also, a possible electrical upgrade in order to get financing.

More specifically, they are worried that the appraisers won't give full credit for the upgrades, and will not / may not look outside of the development to find comps (even though the others are less than a mile away).  

The PM handled the light remodel and upgrades (mostly cosmetic to get rent ready).

It was just another bill like fixing a roof or upgrading a kitchen. $7k for foundation.

My preference is to buy the property with no tenant in place so I can do the necessary repairs/upgrades and then choose a tenant based on my own criteria.

I finished each space with minimal upgrades.  

Tax appraisal is based solely on the house not taking into consideration what upgrades it may have or what other houses are going for.
