Maybe some billboard advertising or advertising on bus benches might work in the area.- Maybe you can put flyers in local Veteran Outposts.- If you had a list of Veterans direct mail might work well. - On meetup.com, I bet there are a ton of Veteran groups that you could join and network through.

I think you'll be hard pressed to find a city or town in Florida that regulates against a weekly rental,  but you will find a lot of HOAs that are against it, so I would look at your most popular places, check the local regulations, then when you start looking for property check the Association rules.
