If the military experiences another big round of budget cuts and needs to shrink it will look to consolidate to its major hubs just like any other organization.

With that said I have expanded a community and am very familiar with Lancaster because that is where my grandparents lived most of my life.I suggest looking at areas near transit hubs and seeing what grants/subsidies are available to help build.

I have a different scenario - the hubs and I both can work remotely, and have toyed with second home for summer living, but I hate the idea of paying for something that sits empty the rest of the year. 

Add to that the PA turnpike northeast extension which will take you to Philly.There is a lot of warehousing that is being built all around the Lehigh Valley because of those major highways, it has become a huge shipping hub.

In just the last 2 weeks, Amazon has named Indianapolis has one of the top 20 contenders for the 2nd headquarters and FedEx has announced a $1.5B expansion of their hub there which is FedEx's 2nd largest hub.

@Nicholas LibertinPark City is a good option. 30 mins from a major airport, and the airport is a Delta hub.

Microsoft has purchased a large track of land in Grove Park to build a new Hub here in Atlanta.
