It is scary how little these legislators know about our business but how ready they are to pass laws that will decimate it.

Part of the legislation states that you can not evict a tenant for non payment of rent for 12 months if this bill is passed.

Almost all of the items can be implemented without any need to legislative approval since they are regulatory in nature.  

There has been a lot of conversation among our legislators regarding tenant rights organizations pushing for rent abatement to help renters unable to pay rent.

Hey @Lionel Johnston, well, that was some kind of legislation passed.

Thus, if a tenant does not pay the water bill, then (a) I would have to pay anyways to avoid a lien, and (b) I would not have any grounds for eviction as the utility bill is not part of "rent", and cannot be made so under current legislation.

The legislative branch makes laws, the executive enforces those laws and the judicial determines if those laws are constitutional, ergo lawful.The CDC order was issued as a result of a Presidential Executive Order, therefore it is not law.

The mom and pop (owners) and the average tenant will all end up losing in the long run when the huge number of mom and pop owners exit the market due to legislation, income loss, hassle and demoralization. 

@Jay HinrichsYou bring some valid points, my argument is directed at how government makes legislation to benefit big banks.

I stay pretty up to date on the Virginia legislative activity and have not heard this.
