Thus, if a tenant does not pay the water bill, then (a) I would have to pay anyways to avoid a lien, and (b) I would not have any grounds for eviction as the utility bill is not part of "rent", and cannot be made so under current legislation.

The legislative branch makes laws, the executive enforces those laws and the judicial determines if those laws are constitutional, ergo lawful.The CDC order was issued as a result of a Presidential Executive Order, therefore it is not law.
