The City Council and other leaders are all property owners - they know what's good for the goose is good for the gander.

@Joshua Maisel - Wilmington has very robust Civic Associations throughout the city as well as the city sponsored neighborhood planning councils.

Neighbors can have tremendous influence over City Council if they don't want something re-zoned in their neighborhood.  

Your only recourse may be getting him to price drop, sell and retain as much of your investment as possible or seek council.
