I would be pumping the tank and checking that their is not a build up of caked phosphorus blocking the inlet into the tank if they did not find a solid blockage at the rebar.If it is a blockage at the rebar buy yourself a industrial hand crank snake or rent one, not a cheap home owner snake, and clear it yourself in the future.
