The lowest and first time homebuyers will be negatively impacted the most as many will not be able to compete with investors or well capitalized buyers that can compensate one party directly.

As you're probably aware, cashflow is very difficult without a large down payment or the ability to cover negative cashflow with other sources of income.

Does this change positively or negatively impact that?

Some negative press could come up along with the morale battles with yourself.
