While I know that return goals are different for each investor and their specific goals, it seems that a bad or low-performing deal for one person might be what another investor is looking for. 

If it is not legal, you will struggle to have the tenants pay their own utilities and will likely need to offer this as an all utilities included deal. 

Unfortunately, every transaction is different, and oftentimes some transactions are more tricky to deal with than others.
