Some markets that there decimated in the 60's have had growth over the last decade or two but (I think) you still end up with some housing stock issues, it's harder to pick the sub-areas that will be gentrified, etc.

You got creamed because you got in over your head. 20k over on something that doesn't cashflow properly is an impulse purchase not a level headed business decision. 

But if you could shave some dollars off with a new rate that might help.Another option would be to repurpose - If it's close to the beach convert it into a short term rental.
